All the studies and degree thesis for a "Doctorado en Ciencias Medicas" (equivalent to the US Ph.D) on "Five Unified Scenarios & Policy for Cuban Anti-Cancer Struggle from 1985-2000", in the National Institute of Oncology & Radiobiology at Havana. Not accepted for defense since 1988, by the Chancellor of the Havana Institute for Higher medical Sciences, Juan Vela Valdes, and by the High Education Minister, fernando Vecino Alegret, because it was considered that it had too many criticisms and scenarios (5), and the government authorities supported no critics and only their unique and unquestionable official scenario. |

| Key achievements: | |||
|
From 1969-1987, I supplied scientific evidence to the government which contributed to reorient the scientific R&D policy in most national institutes of health, till then with emphasis in basic R&D toward more clinical, epidemiological and technological R&D, according to the scarce funds of the underdeveloped Cuban economy. In addition, from 1978-1987, I introduced in Cuba the first training on "clinical epidemiology, clinical-surgical research & trials" integrating the logic, methodology, statistics & computing, in the laboratory, clinic, community & field, three first methodological manuals on clinical trials 1982, MOPH standard protocol on health research 1983, and family medicine research design 1992". Finally, from 1981-1987, I provided the first five unified scenarios for anti cancer control, research, education, and cooperation Cuba 1985-2000", in Iberian-America --my PhD thesis. Afterwards, they were applied to three national health programs till the year 2000. |

I became aware that the health development institute was doing theoretical science irrelevant to the complexity of the interrelation between quantitative and qualitative levels of health of the Cuban population. Also, I presented the first public health and primary care multivariate analysis in Cuba with minicomputers, my public health and biostatistics master's thesis. This institute disappeared in 1981, assuming his works different new centers, as the new National School of Health and Center for Development of Informatics. |
